If you have 16.7mm spacers, you also got a rubber 2mm O-ring. Spacer + O-Ring is 18.7mm. Tightening the wheel nut you can adjust to zero play. The O-Ring swallows the tolerances. Fixed length spacers are never 100% correct in length because of unavoidable tolerances in skate wheels. Either they are a fraction to long, or a fraction to short. The purpose of a spacer is not to distribute loads, but to clamp down the inner bearing race and prevent that people with no feeling for nuts and bolts damage the bearings. If loads should be distributed, you would also need to lock down the outer bearing race, which no skate wheel does.
